What were the main characteristics of Clinton's foreign policy?

This question is subject to debate since different people
can see Clinton's policies in different ways.  I would argue that the main
characteristics of Clinton's foreign policy were A) a desire for more free trade and B)
a desire to conduct humanitarian missions abroad even in places that were not of vital
importance to the US.


One of the most famous things that
Clinton did was to sign the NAFTA agreement with Canada and Mexico.  This was a very
controversial treaty that created a free trade zone encompassing all of North America. 
Clinton also helped persuade Congress to lower tariffs in general via the GATT
agreement.


In addition, Clinton was eager to pursue
humanitarian goals.  This can be seen in his efforts to help stop the genocidal wars in
the former Yugoslavia.  He also pushed Congress to help Mexico economically when that
country had a financial crisis in 1994.


Clinton's foreign
policy, then, was characterized by a desire to pursue humanitarian goals and free
trade.
