To help you define your "issue" you need to consider that
the hot-line is obviously the solution to a problem.  It sounds like you need to define
exactly what is the problem.   What is the real issue?  Is the issue that teenagers are
experiencing different crises, that they feel they have no one to
talk to about their problems, or, is the issue that they simply are
not talking about their problems at
all?


Once you determine the bottom-line issue, consider a
few more points of feedback.


First, while this is an
age-appropriate idea, I think you might be limiting yourself in using only a the 3 year
age span (13-16).  Consider that in the United States legal system, 17 years old is
still considered a minor.  Also, consider that there is not much difference in the
"issues" experienced by high school and middle school students.  Why not make it 10-17
years old?


Second, perhaps define "crisis" more
specifically.  Is this a depression hot-line?  A drug-related hot-line?  A
teen-pregnancy, abuse, or suicide hot-line?  Or is it a hot-line that covers all of
these things?  If so, it might help to include this list in your
explanation.


Finally, consider your contact options.  Most
of my students do not have email.  They would use a social network
(Facebook, Twitter) before email.  Also, most of my students text
message
more often than making phone calls.  Both of these adjustments would
make this more "age-appropriate" in my opinion.
